They kind of looked like a landmine and a ball mechanism inside of them would cause them to move around on the floor randomly.

Bumble ball. They make the exact same toy for dogs too.
Reply:Fisher Price used to make a cat and dog that did that, under their Brilliant Basics line. I don't know if they still make them though.
